Your journey begins by applying through the domestic admission process.
Immigrant students without U.S. citizenship or Green Card can apply to Weber State through the domestic application.
How To Apply to Weber State University
- Submit Your Application: Complete the online application for admission at Weber State University.
- Choose "New Freshman": Select "New Freshman" as your applicant type.
- Create a Profile: Begin by creating a profile to start your application.
- Complete the Application: Fill out the required information. Select "Other" for citizenship status.
- Receive Your Acceptance Letter: You will receive an acceptance letter by mail once admitted. This letter will include your W# (student ID) and an alternative PIN to access your student portal.

Weber State takes pride in offering low tuition, and eligible immigrant students have additional options to help pay for school, including HB144 and private scholarships.
HB 144: Non-Resident Tuition Waiver for Immigrant Students
Utah House Bill 144 (passed in 2002) allows eligible immigrant students to pay in-state tuition rates at Utah colleges and universities, including Weber State University, even without residency status.
Eligibility for HB 144
To qualify, students must:
- Attend a Utah High School: Complete three or more consecutive years of attendance.
- Graduate: Earn a Utah high school diploma or G.E.D.
- Enrollment Date: Not enrolled at a Utah college or university before fall 2002.
- Immigration Status: File or plan to file for legal immigration status when eligible.
How to Apply
Eligible students can apply for Utah resident tuition rates by completing the Non-Resident Tuition Exemption Affidavit (HB144) in their student portal:
- Log in to your student portal.
- Open the Affidavit for Non-Resident Tuition Waiver form at the bottom of the page.
- Review the pre-filled information, digitally sign, and submit the form online.
Private Scholarships for Immigrant Students
Admitted immigrant students may qualify for private donor scholarships and are encouraged to complete the WSU Scholarship Universe application in the eWeber portal. Scholarships include:

- Thrivent Charitable Scholarship
- Stephen and Stacy Ashmead Dream Pathway Scholarship
Gomberg Social Justice Scholarship
The Gomberg Social Justice Scholarship at Weber State University supports immigrant undergraduate juniors, seniors and graduate students with scholarships while fostering leadership and access to higher education. Participants engage in community projects, collaborate with campus leaders and develop professional and leadership skills. Awards can be applied to tuition, fees, stipends and more. Applications open in summer 2025. Learn more and apply through Scholarship Universe.
TheDream.US
Weber State University is also a proud partner of TheDream.US, the largest college and career success program for undocumented immigrants in the U.S.
- Offers scholarships for undocumented students (Dreamers) attending Weber State University.
- Designed for motivated students without access to federal aid and limited access to state aid.
- Provides a National Scholarship for students eligible for in-state tuition at one of nearly 80 partner colleges.
- Applications for TheDream.US National Scholarship must be submitted through their official website.
