1.0 PURPOSE
The purpose of this policy is to outline the relationship between the University and the Utah Board of Higher Education.

3.0 POLICY
3.1 Utah Board of Higher Education. The Utah State Legislature has established the Utah Board of Higher Education (UBHE) as the governing board for the state's institutions of higher education. UBHE controls, oversees, and regulates the Utah System of Higher Education (USHE) in accordance with Utah Code 53B-1-101 et. seq. UBHE establishes and promotes a state-level vision and goals for USHE. UBHE is required to consult with the President and the Board of Trustees before acting on matters pertaining to the University.
3.2 Relationship to President. UBHE hires and sets the terms of employment for the President of the University. In addition to authority granted to the President by law, UBHE delegates certain authority to the President under applicable law and UBHE policies.
3.3 Relationship to Board of Trustees. In addition to authority granted to the Board of Trustees by law, UBHE delegates certain authority to the Board of Trustees under applicable law and UBHE policies.
